Disciplianary/vigilance action against a or set of govt. officer for deriliction of duties may be taken up but praising/recommendation for promotion, transfer etc. by common petition is frowned upon by a honest, fair, efficient and nuetral administration!
that is called political interference!
the officer should be heard but not seen!
a good administrator does not like and frown upon a request for transfer of particular individual. the request should be for a particular category of officer with a suitable experience, and necessary qualification!
the request can breed to increased corruption and increased political interference!
