Whereas number of banks per cr does matter, the key perhaps is accessibility to these banks. Arunachal with low population density and not so developed road connectivity probably needs more banks per cr than say Bihar.

See the map. Entire north belt lag behind as compare with west and south states. West and south states well ahead due to good education, culture and civilization.
