Make all Pak dealings open taking public and Parliament into confidence tabling a fresh resolution in Parliament (although there is already an old resolution) on all issues but centered on “Kashmir”. Parliament has to resolve on other issues too like Terror emanating from Pak soil, shutting of terror camps min POK, infiltration/ceasefire violations on borders/LOC, punishment to 26/11 perpetrators etc. Get the resolution passed and let the MEA place it on the Indo-Pak “comprehensive dialogue” table for negotiations with Pak. Pak’s acid test will be in their proposed solution to Kashmir issue. Nehru himself had said that even if whole of K is handed over to Pak on a platter the problems will only increase and not decrease. So make “K” the 1st and the main agenda and start negotiating under Shimla agreement because the perception is Pak army only pretends but is not interested in a permanent K solution but at the same time would keep the K-pot boiling. 6. Frankly there is nothing to talk with Pak on ‘Terror’ but to act and retaliate because that is what India has not been doing for over 15 yrs now w/o any forward movement of an inch.

So keep expectations low on this a/c but show zero tolerance to: terror emanating from their soil as agreed with Vajpayee a decade ago , for terror camps in POK ,infiltration, ceasefire violations etc. Should Ind & Pak resolve on Kashmir fine or else both countries to mind their own business. India must project that it is prepared to go to war with Pak on K and not send a signal that it is ready to compromise for the sake of peace as Modi govt. is sending some such signal under international pressure. Further, Parliament resolution becomes important to thwart any U.S./international Pressure on India on Kashmir.
(contd.) Developing a good relations with Pak as a prerequisite for India’s prosperity is to invite doom because that is not going to happen any time soon. Pak army and as an Islamic state, Pak will never allow smooth sailing the way they perceive India as a “Hindu” nation and not a secular state. Their ‘complex’ of allowing a ‘Hindu” nation getting better of them is at the root that will sustain the mistrust for ever. This is not to suggest that India should not strive for good relations with neighbors and more so with Pak. No, India must strive for good relations with all its neighbors including Pak. But Pak is different for historical reasons and needs transparent dealing with support of people/parliament behind the govt. Frankly no one in India should have any objection to people to people contact between the two countries but high profile visits, elitist connections like cricketing ties etc. certainly need to be subject to prevailing Indo-Pak climate and tensions. So making India “Pak-proof” while trying to mend relations should be the approach. After the very fruitful energy & defense deals in Russia and the historic Afghan parliament fabulous Inaugural speech PM Modi squandered the golden opportunity of a hero’s welcome in India. But why did his short sighted sudden air dashing to Pakistan come about ? As Guj CM what he would have said if MMS had done the same? The changed ‘Pak fixation’ of Modi is very evident and is not a good sign. That Pak seems to be outweighing all other issues in his mind even in his triumphant moments is a cause for concern indeed ! Otherwise he would not have shown this weakness with Pak commentators themselves stressing that Modi had to climb down from his ‘tough’ stance to accommodate Pak! What they are implying and not saying in so many words is that Modi too can be subjected to Nuke-blackmail to make concessions the way earlier Vajpayee and MMS did and lost their face. But what actually is going on in PM Modi’s mind ? Perhaps both Obama and Putin must have dangled the UN secy council seat carrot asking him to make peace with Pak.
