Chennai's Problem

This is not a time to criticise the TN Govt I know. But the same thing has been happening year after the year, but they just get all the relief and busrt it it in air and sit tight on their reins. Waiting for the next year's calamity to come to ask for more. In a state which has tremendous shortage of water and involved in a tussle with both its neighbouring states Kerala and Karnataka for water issues, why can't they have a system to save this good rain water for longer use and to avoid such calamities? If they do that, how can these calamities occur and the reliefs pour in? During elections they distribute so many freebies across the state.. mixer grinders and table fans with amma sticker on it. Taking an average cost of Rs 2000 per house hold, it would have spent roughly Rs 500 Crore for the 23 million house hold in TN. Where does this money come from? If they have so much of money like this, why do they need central govt assistance?
