Time has come to have a central authority to manage the water resources of the country. Rather than leaving the water as a state subject, the union government should nationalise the water resources, as it did I in the case of Banks. As a starting point, the project should start linking of the rivers within in the state and then should be applied at national level.
Interlinking project for all river will solve the problem of Floods and Drought that is dream project of Former PM Atal Bhihari Bajpee & President Abdul Kalam is need for the country but if government thinking for only commercially is wrong because in the commercial project everyone including nature resource, Country get exploited by Big corporate company that is wrong.
The same thought process the author has been responsible for Britishers and Mughals ruling this country. The main idea of linking rivers is to prevent wastage of water flowing into the seas and prevent floods.

True, such narrow minded people misleading the mass, it is easy to spread the negativity than positivity
According to him preserving water and diverting water for irrigation and drinking is a ecology problem, his fundamental assumptions are questionable
Indian Army can be used for this constructive work like how Chinese is diverting the entire Himalayan water resources in to their central area, constructed a free way in the Himalayan borders, reconstructed the silk trade route, all are achieved with the help of Chinese Army. We should also try such a national pride projects
and Rajasthan to see for himself the benefits of linking of rivers Ravi, Beas, Sutlej. Then to Narmada Canal System and the Sardar Sarovar Project. He should then be asked to find out how much damage to topography, ecology and environment has been caused by these projects. He seems to be running an NGO funded by some foreign foundation or some centre for so and so studies, he does not want this country to progress or prosper.
Considering the vast tracts of barren land and an equal amount of fresh water from the rivers/arteries and veins of this nation reaching the ocean without any productive use it is necessary that interlinking of the rivers has to be carried out however with the best utilisation of technology minimum damage to ecology and maximum benefit of the cultivable land.
Few rivers have dried up due to use of water in cultivation, we need more and more barren land to be made cultivable, as such wherever possible linking or diversion to the river is a necessity to cater ever growing population. Industry, infrastructure and housing requirement is increasing near the cluster of populated areas, as such reaching water to barren land is the only solution.
Only a moron of the of the first order , will say that fresh water from a river which flows into the sea , is a waste. This coastal freshwater barrier is what prevents salt water intrusion into coastal aquifers.
Mind you if NOT checked saline water will keep invading inland—as people in Tamil Nadu will tell you.
Geologists and ecologists must know that such river water flow to the sea is imperative to reduce salinity of oceans around the coast , to sustain estuaries and coastal habitats.
