I can vouch for Gujarat , as Gujarat is not hardly dependent on Adani/TATA power . TAhere wont be any effect as there are so many other State owned power stations working efficiently Torrent power is available in major cities like Ahmadabad Gandhinagar & Surat . It seems writer is over enthusiast

Yes; you are absolutely right. Torrent is a major player in power sector at Ahmedabad, Gandhinagar and Surat. There will be no problem. Even a single minute power failure throughout the year in these states, unless there a major sabotage.
Corruption by congress in coalgate led to apex court ruling where coal mining came to a halt, placing 5 states in a pitiable condition. UPA coal minister and PM have to be arrested for putting people in this condition.

Ya offcourse, the previous government's action cant be ruled out and there needs to be some repurcussions for those in older government, and when we are arresting some leaders lets not forget to arrest Smriti Irani for cheating on her election affidavit.
