the picture concerns a vegetable seller in a boat in Kashmir.He is not homeless but takes rest & sleep after hard work.

homeless means staying in makeshift room/ slum/ on footpath or rent ? above picture look better than that for USA, some govt knows how to play with figures with no clarity in show, by the way what happen to black money, punishment for scams, lokpal etc etc

Bihar has least number of homeless .. even less than Gujarat and Maharashtra

This may be because of most of Bihari homeless have migrated to other states.
