No not because of him. Because of him there were communal riots and the razakars slaughtered thousands of hind00s. He couldnt prevent Nizam from breaking away. After Nizam declared support to Paki. Dr. Ambedkar, then Law minister ordered police action. Patel was not even ready to do his home ministry job.
Goa was won by indian army

If Patel died on 15 December 1950 and Goa liberated in 1961, how could he be a failure there?

Nehru and his coteries started denigrating the top leaders of the independence movement right from the day of independence for their personal benefit and retaining their clout with power!
Baton was taken over by Indira, Rajiv and Sonia and their coteries! It continued till date! The failure of the dynasty in elevating our economy, and corruption opened the people's eyes and the result was the last election!

Congress can never do it.Nehru & Indira both themselves recommended Bharat Ratna when they were PM respectively, but Sardar gets it after 10 years of his birth century.Even in Gujarat congress building in Ahmedabad is given name of Rajiv Gandhi & in no matter Rajiv was better than Sardar even Indira too. Sardar was National hero ignored with intense mind.

Congress while in power in Tamilnadu has erected a statue of Sardar Patel in front of Raj Bhavan, chennai. The entire stretch of road is named after him and called "Sardar Patel Road". There is not even single in Ahmedabad named after any leader from Tamilnadu. When Rajiv Gandhi was assassinated, the entire nation had symapthy towards him and he was honoured everywhere by naming the building and scheme after Rajiv Gandhi. So Gujarat is not an exception.
