all low dia bore well should be sealed and should be subjected to permission from the panchayat. all large dia well should have a stair with at least flexible side wire.
due to lack of strict vigilance from the state authorities. They should follow the supreme court suggestions over the matter. Whenever a bore well is being dug it should be the duty of the owner of the land as well as the borewell digging company to seal the borewells. In this particular case they should both we booked under law. One more thing is that when such rescue operations are carried out and any child is rescued the parents are given money by govt. which is a bad example. Strong measures should be taken to ensure closing of such open bore well otherwise such incidents will continue to happen.
Am not political here... but finds it difficult to understand while we go to Mars, extract helium from moon and all, could not rescue a child whose falling to the borewell wall reported immediately.
