If I were the Prime Minister, I'd give licensed pistols to all Lower caste people in India. In 1932 British regime suggested Lower caste to live in separate states in 2nd Round Table Conference Resolution.

Before you do that make sure there is enough space available to bury the dead and enough wood to cremate them. Pistol is not the answer.
Anything is possible under Ranjit Sinha's supervision. The bodies must have taken a flight to hang on the tree and their private parts must have been spoiled due to the heavy winds blowing in that area. What a shame to the so far most respected Agency which were under many many able persons.

The girls were hanged to death and lack of evidence against the culprits means a lacuna in the screening the evidence, it should be rectified and re-investigation should start
It is the same CBI which initially found no evidence against Talwars in Arushi murder case until court refused accept the closure report of CBI. It is Most incompetent investigating agency.
