Govts over the years have tried their best and poured lot of money & incentives. But with the anti-national forces at work within and from outside it is not possible to have real progress. Bring the majority there in the mainstream, commit them to the national cause and then progress will come. Till they have Pakistan at heart no progress is possible. They suffer and the country bleeds.
Encouraging and discouraging - happy that literacy and GDP is growing but un-employment is rising at a staggering 62%. All of us need jobs and a living without exception, the state has had political problems and any Govt. must endeavour to study the strengths and provide a base it must be a people and govt effort, I hate to see any one suffer.

It is the percentage change between two time periods. It indicates that the unemployment rate has grown 136 % between the period 2001 to 2011

Its not unemploymemt rate. Its not even unemployment growth rate.That number is meaningless without context. Growth based on what ? .002% -ã.004% is a 100% growth. Rediff - time to go to school now.
No control on population, Govt. does not want to retire people early too. What to do, provide employment at least one member in a family at minimum wages and seize all Govt. employee salary, perqs. and retiral.
As litrecy rate and per capita income increased over the years and so the unemployment rate, hence the party who wins the faith of youth of J&K go give them employment opportunities will win. I hope right now BJP is able to give faith to whole nation and hence chances of its coming to power are more. Other than this dynamics of kashmir will matter. If people of Kasmir will leave the relious of elections, there is no power to take away BJP the formation of government
