There is no mention of a Pakistani conspiracy linked to the so called Khalistan movement. The Khalistanis never had a political part but started directly as a military activity. It is not clear whether they wanted Indian Punjab to be a free country or a part of Pakistan or a separate country along with a freed Pakistani Punjab, or what. They also never publicized any reasons for wanting to be free of India or Pakistan if so.
It is a Pakistani Non State activity without even the bare minimum effort at plausibility, camouflage, or popular support.
