Because Pakistanis are very good at manipulating the Americans. USA may dislike Pakis but they respect their ability to cause trouble. Americans don't have the same respect for Indians. The world respects people who are strong and rich.

Israel has more than 10 Pakistan like enemies surrounding it. Yes, being an ally of USA helps, but Israelis have learnt lessons from history and they are survivors. In a neighborhood full of ruthless fanatics, you have to be very smart, practical, extremely brutal and united against your enemies. India was never united and Indians can never be brutal even to their killers. Yes, Pakistan is surviving but that is because India is its neighbor. If Israel was in India's place, Pakistan would not be surviving today. Israelis would have assassinated Dawood Ibrahim long ago.
