India should not retaliate on a so called calibrated basis which probably means on a one per one basis as it gives Pakistan the control over Indian military actions. India should keep its actions secret except making clear that it wants to keep the war going on. It can keep its responses random with no simple correlation to the Pakistani provocation in space, time, materials, equipment, man power, type, intensity, or other parameters of military actions. Calibrated, proportionate, or one to one military response should not be given at all, even if it implies Grin and Bear It.
They are trying to keep the war going on. It is in Indian interests too because existence of permanent war with Pakistan gives international legitimacy to future Indian military actions.
However there is mystery whether Pakistan intends to increase the scope of the war, for example to take territory, or defeat India partially or totally. India will not be able to avoid predictability of its military actions when Pakistan starts doing such things but for the current small attacks India should avoid creating a predictable pattern of retaliation.

India has the disadvantage that it does not have Non State Actors, official or unofficial, because of which it is not able to operate on targets deep inside enemy countries. Useful retaliation is not possible without penetrating deep into enemy territory, for which NSAs are needed. Indian governments cannot make NSAs. It is due to ethical, legal, political, and geopolitical problems that exist in India but not in Pakistan.
Indian NSAs will have to be genuinely private, unlike Pakistani NSAs which are government agencies. However the Indian civil citizens do not have will power or motivation to do more than their government or to personally take the fight to the enemy.
India can never retaliate effectively as long as Pakistan does not offer an internationally accepted very large scale provocation. Such a provocation would now have to be much bigger than Kargil because Kargil is proven as within the capacity of India to absorb without breaking the borders. That is the strategic assumption of Pakistani plans.

He will have to teach them single handed, because the country is far from ready to teach anyone a lesson. It would take several decades to prepare India for such activities.
We must understand the psychosis of Pakistan and muslims. When gauri can attack seventeen times after being defeated sixteen times. See the grudge against Hindu and Hindustan. Why prithvi raj chauhan spared him. If he would,have killed him. There would have not been the existance if PAKISATAN.
Therefore what is required is very well understood, why we should report about cease fire viiolation. Let pak to report

There always were and are very powerful ultra conservative backward looking people in India, but their influence is slightly reduced because of existence and badness of Pakistan, otherwise India would be a much more backward looking conservative religion dominated authoritarian country than it is. Nuisance and threat of Pakistan helps India evolve towards a civilized society, albeit very slowly.
There are several mechanisms of this effect of Pakistan, but one is the eternal question of oppression of minorities, which Indians have never been able to answer to even their own satisfaction. Such strong non stop pressure on the oppressive classes is essential for the cruel society of India to move towards a less uncivilized form.

Open war would probably result in end of Pakistan, which would expose India to troubles of the Gulf. Though a big nuisance, India is better off with Pakistan than without it. Good things come with a price tag. Pakistan is the price tag for India.
Pakistanis can never be trusted.Hence act tough with Pakistan,talks can be held later.A country with one billion people cannot be bullied for ages hence suitable medicine should be given to Pakistan.
