Political establishment may have whatever ideology, bureaucracy that rules the roost. These smart bureaucrats trapped gullible Gowda the railway minister into taking wrong and unpopular decisions. Bureaucracy has saved the country from whimsical politicians of the past from unleashing anarchy that would have made India a Banana republic. It is the same bureaucracy that has helped corruption survive and thrive with help of political masters whose prime dharma was corruption and loot. Thankfully Modi is not gullible like Gowda, has a mind of his own, effectively managed bureaucracy to move towards fulfilling his vision in Gujarat. If the political leadership is honest and vigilant, bureaucracy cannot continue it's corrupt ways. That's the hope that people have put in Modi and are looking for deliverance of their rightful services. So far Modi has made a great strides but in foreign department. In local department, his ministers have bungled. Good politics is good economics and vice-versa only if it free from handout mentality, divide and inflame, power at any cost.
