It is very good that lot of advance planning is being made.The highlights appear to be good.
-Sl. No. 1 Regarding mergers and de mergers of the ministries, ultimately, it should result in reducing the total number of ministries.
Sl. No. 8 Daily report to the PM about 29 states shall be too much. Someone else should review it daily and present only important points to the PM. PM can review in totality every week or fortnight.
--Legal/judicial reforms should be fast tracked.
