Let me issue them a treasury bonds(america style) should the gold be found, if now they need to take a hit. If you dont take my bonds, once found no one will be allowed to enter the queue later on. If gold is found, I will issue them bonds of complete value and gold be mine.

Foolish Congress is hoping that we will get some buried gold. In any digging some artifacts are sure to be found. If Congress doesn't find any gold, to avoid losing face, they may plant a few hundreds of Kg of gold loaned by Congressmen and find it and claim that they were right in digging and blame Modi for making anti digging statement.
