we should not compare both, cloud bursts happen suddenlly in hilly terrains, but not in plains. anyway other states can learn from odisha,i am from south india.odisha was forwarned
comparing flash flood with cyclone will be wrong.however it can certainly compared of with recent tragedy at Datia in M.P.where adminstration had one year time to prepare.whole lot of admistrator including local polticians were missing from the scene and local policemen were out to make quick buck.Naveen Patnaik has come out better than atleast Shivraj.
Any comparison of Uttrakhund tragedy with Gopalpur is malicious.In Gopalpur the time of 4 days was available for preparation. Agencies were safe on the firm ground. There was noyhing like this in Uttrakhund. Even today agencies cannot reach Uttrakhund.

Acting after event has occured is being reactionary. Acting before the incident has occured is being proactive. No one has stopped the congress from being proactive. Instead of trying to siphon peoples hard earned tax money they should try to put it to use by being proactive.
