Development Plan An Eyewash - Plan Only To Loot

Development in tribal lands will only be possible if govt acts on the followings:
1. Tribals be it Chhattisgarh, Odisha, Jharkhand, Maharashtra, AP, WB etc are not beggars - backward situation is man made creation by the governments.
2. Tribal lives situation and need is never understood by India and State governments – promises made during independence on 4th schedule is betrayed and deprived by the governments.
3. Tribal administrative systems, peace, livelihood, resources, culture, languages etc are destroyed by the governments which should be restored.
4. Retrieve all the lands forcefully taken away through displacement for mining companies, mining mafias, big corporate, unwanted dams etc must be given back to the tribals.
5. Drive away dubious contractors, political and govt agents who have invaded tribal heartlands to make money for themselves, their masters, not providing the benefits to the locals.
6. Provide compensations for the injustices done - raped, killed, jailed without any valid case, displaced etc.
7. Engage tribals in the developmental plans and stop imposing agencies or men in the process.

Govt of IOndia has conceived a good programme called Backward Regions Grant Fund (BRGF). Under this some 250 Districts have been identified and BRGF is granted to those districts. But what is in practice? The Technical Support Institutions (TSIs) have got funds for prepariong plans from village level culminating into District vision and perspectivev plan (% years plan) and annual action plans flowing out of the perspective and vision plan. BUT the truth is - as IT CAN BE QUOTED WITH SPECIFIC LIVE EXAMPLE - A REPUTED, PROFESSIONAL (S-0-CA-LLED), EXPERT ORGANIZATION WAS APPOINTED AS TSI IN AP FOR THREE DISTRICTS. THE RESULT IS NO GRAM SABHAS OR MUNICIPAL WARD SABHAS OR NO MANDAL LEVEL OR DISTRICT LEVEL MEETINGS OR PLANNING PROCESS OR GRAM SABHA PARTICIPATION OR GRAM SABHA DELIBERATED PLAN PROPOSALS. BUT ENTRY OF SUM OUT OF THE BLUE PLAN ITEMS THAT JUST CAME OUT OF HATS OF DATA ENTRY OPERATORS - ULTIMATELY WHAT THE TSI (FOR THREE DISTRICTS) DID IS SUB CONTRACTED DATA ENTRY OPERATORS OF AN NGO WHO ENTERED WHAT EVER THE FELT OR CAME TO THEIR MIND IN PLAN PLUS SOFT WARE. GREAT JOB
