It started in 2005 - when UPA-I came into power. It continued in UPA-II's rule. Only because UPA ministers are NOT BOTHERED ABOUT contry's security, but they have been busy in making heaps of scams & money. Now that this last piece of land was encroached & since it got the publicity - UPA ministers have some white wash in the matter - but in turn they have almost handed that land to China. Friends this land is MOST important for keeping our rule on Siachen - which was to be guarded only in Pakistan direction, but with Chinese intrusion & our ministers conceading that land - by way in agreeing not to construct any road or Bunkers there against chinese, - we will have to save Siachen from both sides now on.
