cold war era technical competitiveness with regard to defence technology. According to Jane's defence weekly, the Soviet Union in the 1980s was as good or even better than the US in terms of cutting edge defence technologies in all spheres of military applications. When the US launched its celebrated 'Star wars' enemy satellite killing technology, the Soviet Union already had it developed and ready for deployment but did not do so for want of sufficient funds. Similarly, the Soviet Union was the first one to the missile defence technology (shooting down enemy missiles before they can strike) but did not move beyond the prototype stage. Russia ultimately did so a decade later.
Now that Russia is flush with oil money, it is busy developing a huge range of macro and micro level technologies that will add teeth to its defence forces. However, with the cold war threat long off, Russia is actually using some of these technologies to make more money by selling them to other countries. India was until recently a major buyer of Russian arms and new technologies. But with India cosying up to western powers, Russia has now moved to China for defence ties and trade in defence hardware.
Military strategists of varied persuasions (including many in the west) now have a more or less unanimous view that the virtual new age cold war between the US and China will be decided on the basis of which side Russia aligns itself with.
