Only thing I would like to ask, what the UPA ovt was doing for the last nine years? Were they waiting this scandle to be blown by some news channel and then they would start to blame NDA? If they are in power for so long, why didn't they take any action against the culrpits of NDA? Is this govt working on behalf of NDA? For once if I consider, the scam happened in the regime of NDA, what were they doing so long?

Wrong --the deal was signed when Congress was in power and Pranab M ( Cong family loyalist) the defence ministrer.

The deal was signed in 2010.Hope you are aware that in 2010 Vajpayee & Advani were not in power.
It seems that the Govt is least interested in developing best fighter aircrafts because they want to get back in defence deals. They is no dearth in talent and money in India

True. This money should have been given to HAL as they make world-class helicopters such as Dhruv and Chetak.
If middlemen is getting a commission more than 1-2%, certainly it is for passing on to purchasers. Normally Govt. allows 5-7% commission on all deals to get kick back as well as to ensure that they their family members get Maharaja treatment while visiting foreign. It is a nexus in between politicians and bureaucrats.
