Modi was just 4 months old as CM and did not had grip on administration. Keshubhai was a strong leader in Guj, he and his supporters in BJP never helped Modi during difficult times. Army called in and controlled other wise it was more worst could have happened, based on the way the riots had started

Modi wanted to book the real rioters but congress who was a spectator wanted Modi's head instead and went after him and left the real rioters like Babu bajrangi in back burner and result every one knows, he was arrested after 10 years. Why delay, it was only because of congress, they only want political rivials to book in the case not the real rioters
