Irrespective of people religion, caste or whatever, unless criminals got powerful weapons and victims are comparatively defenceless, most often at the time of crime, victims are minority and criminals are in majority.
Mostly it happens in fantasy world of movies that, one person challenge and attack ten people, in real life, irrespective of their religion, most often ten or more people group together to beat one or two rivals.
Suppose a person belong to majority community and in some dark corner, dozen people from a minority community beat him up, will Police arrest the victim or will they try to arrest the perpetrators of violence ?
Anyway if victim and criminals are decided by their religious standing, it will be good for crime industry, just recruit robbers and criminals from minority community, as long as they rob or kill someone from majority community, no law enforcement can touch them, they got immunity card of minority community.

This bill is only relevant, if Government can prove that all people in a city or neighbourhood get involved in a religious fight and all of them come out to fight all at once and take sides according to their religion.
May be then, just by population data, we can assume in all probabilities that, which side was minority or majority at the time of crime?

Just a little correction, finding out ‘majority and minority at time and place of crime,’ might help investigation and justice, but majority or minority in wider city or area, got little or no relevance to time and scene of crime.
If this bill can be justified then majority community involved in Gujarat riots can also justify their actions, some people from minority religion burned a train full with majority community people, so they found everyone from minority religion guilty by religious association and start punishing them.
