Till no such calamity occurs, everything is fine & the Muncipal & all concerned Govt Officials (who have to give clearance) are all happy. But when something goes wrong, only the builder is taken to task, as if he is an expert in Multistoreyed buildings or Civil Engineer himself AND all the Govt Officials are not involved anyway. ONLY THE BUILDER BECOMES THE SCAPE GOAT/CRIMINAL AND ALL THE GOVT OFFICIALS, MINISTERS (WHO ALL GET SHARE IN THE LOOT) ARE SACRED COWS. WHO PAYS THE COMPENSATION FOR THE DEAD? ITS THE GOVT MONEY. Unless the Govt Officials, Ministers, MPs, MLAs & Officials' properties are seized & given to the victims, this kind of blatant violation will never end. India is not much different from Bangladesh.

If bldg didn't have proper clearance how come it was functioning. Why was it allowed to function. All these also have to be investigated and justice served

Modern technology should be used to speed up the rescue for collapsed buildings. Inflatable rubber bags of various shapes and sizes can be used to gradually and safely lift off the debris. It can be used to fill up the entire free space left under the debris, leaving controllable openings for air and rescuers. Something like the thermocole Commas used to make Bean Bags that are so common in the urban areas as toy furniture.

Even if some pieces slide off, they can only fall on the rubber bags and not hurt any victims or rescuer. The inflating process can be very fast if carbon dioxide cartridges are kept ready, or a normal automobile tyre filling compressor can deliver compressed air for it. These would be reusable, so cost per rescue would be very small. Local industry can also make these things.

Even a slight lift of say 100 MM would give much improved chances of live rescue.

Another bit more complex method is epoxy bonding to bind together the debris into large lumps so that sliding and falling are reduced. This however would require more sophisticated chemicals and equipment, and might need more time for application, as also much higher cost.

About the speed in rescue work, you were right about using technolgy. What that poor poor nation could do as it's mother nation( India) even don't have such speedy access, technology in rescue. Where is that poor nation can go except relay on thier own resources as they covered with India al around them leaving the sea side. If it would have been in China's border, they might have offered the help for rescue operation as so far India haven't offered any(Reason is simeple. I told u earlier. We dont have such tech). US will help them if the help is sought and even Russia too.After all I don't see much defference between India and them. Infact they are in once part of India's land and infact they are all once Indians. So attitude and habbits are the same.

What are they?

Learn from a small country like Japan. Got screwed twice now and still hit back( WW and tsunami). Wonder if Latur and other city is still sorted? Who knows?
