Indian defence forces are not so autnomous for decesion making like communist china, US that doesnot mean we do not have the capabilties. Our political leadership is not so strong to empower them.

The U.S. or India or China ???

THAT's because indian ocean is too big for a single country to dominate, and our navy is neither sophisticated (like U.S.) nor large (like China) so this will take some time for being realistic
