5 things science, tech & earth sciences minister must do

From the little knowledge on management I have - I feel the Scientific management guidelines that evolve with time need to follow the basic idea of “the individuals must grow with the organisation” in true letter and spirit. Any other way around –individual grows, organisation doesn’t or organisation grows, individual doesn’t - is bad for the future of any organisation.

How to measure and assess growth objectively not subjectively needs to be predefined with clarity as per the mandate of the organisation. If it is basic research – it is measured in quality publications with good impact factor, if it is R&D, it should be reflected in number of patents filed, technologies transferred and royalties earned. If it is plant it measured by plant availability and if it is production it is measured by clear profit earned directly or indirectly.


Definitely we can always set our standards very low at the start and slowly raising the standards with time, experience and confidence gained. But never the other way around as it will be highly demotivating for the individual employees and devastating for the organisation in the long run.

Right what we are trying by setting our standards very high and when not reaching it justifying them by long reports.

This is wrong.

Number of scientists to go up?

Reddy announced that he wants to increase the number of full-time researchers from 1.5 lakh to 2.5 lakhs to increase the scientific output. Given the meagre amount of research activities any addition will be of great help to us. In a country of over a billion people only .2 million scientists? Some reports suggest that the number of Indian scientists working in the US alone exceeds that number. We Indians have to put in more effort in science and technology. Reddy announced as if increasing the number by 1 lakh is a very difficult task - hehehe - when you have destroyed the meritocracy by hundreds of quotas you expect ambitious youngstars to work here and plan their kid's future here. And we are up against dwindling number of quality faculty and research students who run away at the slightest hint of a foreign organization inviting them. No matter who says what - I think it is good that we have a competent man heading science and tech, it is the most important sector. And our education system is being geared towards producing buf00ns
