Chemical castration on first attempt and permanent castration on subsequent attempts will check rape cases. It has to be implemented strictly. The technology is available with the US. It will teach the males to control their hormones and urges.
By the way states in the north are male dominated states where they have little respect for women. Female infanticide is maximum and rampant over there.

Social orderliness is being dominated under criminal minded political system whereby the centuries old civility is being brought to be depricated through ruthless thought process! The khap panchayat's proposal is one such attempt! Such irresponsible sects would come out with the suggestion to rape victims to prefer suicide if they cannot protect themselves from the rapists; who knows? In fact, these khap panchayat members should be booked for attempting to destablise the country's long acclaimed cultural heritage!

Main reason female and Male sex ratio .It is very low compared to all India ratio. In such case it is bound to happen .In addition to this exposure to internet and item songs of film is adding oil in fire

Fixing marriage age was never a part of Vedic ancestry in Bharata, as per Grhyasutras.
This problem was imposed in India by the rulers of the 'true' religions and their 'civilizing missions'.
We need to go back to our roots instead of blindly embracing imported evil.
