It is very simple about the poor IT infrastructure that used to create system, which holds confidential data. Just take guidance from some Private IT Firms, who are expert in System design and Encryption, Cryptographic. There are lots of parameters which needs to discuss, and the most important is how strong is your Live Environment, which gets hits from users.

Indian Govt. is not spending money on IT sector, if IT is boom in India because of Private firms. The politicians only knows how to eat money from Govt. Treasury. In china people are not evenly graduate, but have a very strong knowledge of IT. This also due to lack of IT best practices and poor education in colleges, lots of lots of colleges loose the competition between students. As I said there are lots of parameters, I don't know when this going to resolve.
Clued computer administrators are the need of the hour, guys who can fix a multitude of issues which lead to serious security flaws are needed more than ever. Guys who have had hands-on exposure on systems facing production are to be coveted than fresh hands. Personnel having multiple operating systems knowledge are in demand, particularly on free/GNU systems.
