two instances of Modi in his write up and chose not to acknowledge other Gujrati leaders who have done their bit too. The author is acknowledged the following historical catalysts in Gujurati society:

1. Entrepreneurial Gujurati
2. Penetration of Panchayatiraj
3. Less dependence on Govt
4. The old habit of maintaining Road infrastructure

So...how can he asked questions keeping Modi in mind and how can he give an impression that he wanted to pour eulogy on Modi, but did not do that for the fear of politics?

rubbish . congresswas there for ages, and never adopted the rural model. That is why so much poverty and perversion in small and big cities.

The main factor in Gujarat's development is that the average Gujarati is a trader/business man/ entrepreneur. As long as their "thundo" is not affected they do not bother about the politics of the State. Apart from the panchayat raj, the cooperative movement is very strong in Gujarat. Also he had a good team of bureaucrats with no political interference except in the home ministry! There is corruption in Gujarat and Mr Debroy has been silent on that issue. This model may not be easily replicated in most of our other States and that is why I dont think Mr Modi will be able to repeat this performance at the Centre as a PM.

you must also remember, the Business community and the Corporates are the people who twist the arms of the Government and make all unethical inhuman things in other states. Ex. Mining, tax evasion, misue of trade licenses...etc.

dear naysayer congressi iyer, one underestimates the beautiful indian people at one's own risk. the fact is they never had had the breaks they need. their politicians have been rogues and plunderers, aka congressis. they need to have modi, the avatar of our time, and see the the total difference in just 10 years - that's not even a generation.

best way to economic growth is train people to participate. pay tax, toll. use facility like traffic, road carefully. thats easiest best way to develop infrastructure. if we fail here, we will fail every where.
