It is absurd, it is weird! Why should a clerk, even if he be from the IAS, head a task force on security? So let us be clear that here is another few crores of taxpayers' money down the drain. As the ultimate guardians of national security, it is purely the army's calling. So this task force should have been headed by the COAS, the babu should have been the scribe preparing the minutes of the discussions and compiling the final report.
First take up the finger print detail of every person using the public transport or public facility, if not through ADHAAR for another means of recording this data, and club it with person's ID, things will fall in place to a greater extent. Identification is key to the Investigation and Security assesment.
Create NCTC, NIA and Use RNM etc for nefarious purposes. Any way non corrupt police force will be sufficient for internal use, leave the current CBIs and STFS. But corrupt and government/bureaucratic ordained 1000 such organisations will be in sufficient and perhaps just the innocent will be bullied and harmed.
It may turn out to be just like the old movie style multiple dons killing and looting the innocent civilians. Spending on military will be great(but not like Bofors) and make the internal security clean rather than creating NCTC etc, using RNM on civilians.
