There is no alternative to Nctc.It has to be done only by centre. How can states defend the citizens in attacks like kasab or swamy narayan temple or coimbatore riots or gukul chat attacks .State police can handle simple law and order problems involving ordinary non violent citizens. It will be too much if they ask for control over NCTC

there are already agencies and mechanisms in place to handle these problem is your great chidu does not understand and cannot use them properly. get the point ?
There is a saying in a Indian language, that "goat testicles is also meat". By giving the name of 3 mobile retailers and 1 durwan(that too from a mobile shop) it is no ground for making NCTC but some staff from IB be suspended. .
