Captive Use
by niladri mohanty on Jun 03, 2012 03:08 AM

There is nothing captive about any captive use because final product after any captive use is sold to the consumer at market price. For example- aluminium uses very large amount of electricity in its production, thus coal to generate electricity. All this electricity and coal can be obtained from captive power station and coal mine. The final product aluminium is sold in the domestic or international market for a profit which may be windfall depending on the market or opportunity. So the opportunity to reap good profit is always there. Therefore the argument that captive use has no competitive benefit is not correct.

kajaria bhai, please contest the election with your friends in iac. let us see how many of you manage to win. please also understand that no where in the rule books it has been mentioned that auctions should be the only mode for award of contracts. the judgement of sc in this regard is only specific to 2g. no where in the world is auction accepted as the only mode. moreover the government is not in the business of profiteering.

Coal Blocks scam!!!
by Sat Sharma on Jun 02, 2012 09:56 AM

This leaves little doubt that the so called 'honest' PM Singh is actually a corrupt person keeping a facade or cloak of a nice person. He is no different than any other politician in the country. On the top of all that he is totally incompetent and brazenly slave to Sonia Gandhi. He has no voice, no brain or independent thinking. He is a classic expert in Chaploosi and Khushamad. One cannot expect anything from a dummy PM. It is an insult to the country that such a useless man is occupying a high chair which he certainly does not deserve. This is unfortunate for India.

A STRONG CASE OF DERELICTION OF DUTY & RESPONSIBILITY
by damodaran mohan on Jun 01, 2012 06:31 PM  | Hide replies

After going through all the PM's clarification as above what is clear like day light is that:
1. there was no policy on coal allocation but still the govt. didn't seem to be in any hurry to get one although it did seem to appreciate the need for one.
2.There doesn't appear to be any 'system' for evaluation of 'revenue loss' that are likely to occur in case of FCFS allocation by 'screening’ method instead of auctioning and preparing a justification note for the loss of revenue and getting duly ratified by the cabinet led by the PM..Similar 'dereliction' of responsibility on the part of the cabinet led by the PM was observed in case of Spectrum pricing also.
3. At this stage now it would be next to impossible to establish through any ‘probe’ any ’malafide-intent ‘ by way of acceptance of bribe by either PM or other related authorities
4.So as things stand it appears to be a case of ‘dereliction of duty ‘ on the part of PM who failed to follow a clear cut “policy framework’, transparent systems & procedure, checks and balances … and so on. Consequently the PM as head of the cabinet & PMO can certainly be charged of repeated acts of failure to act with desired noble intent in respect of “ Revenue Losses “ to the exchequer. So, PM must take responsibility and quit.

You have used a very correct term, dereliction of duty. It is as big a crime as commission of a crime.
