a central/state govt. officer should have no preference for nor prejudice against any one. he should be able to serve under any conditions, department, post, at any place consciously amd efficiently.
but the fact is that to survive and prosper, he has to be more amenable to few and be distant from other few, display exraordinary alert or lethagic depending upon the political circumstances. otherwise he will belong "also ran" category!
