With a very poor police to population ratio of 74 , compared to the national average of 130, and much below the UN recommended ratio of 222,it is quite easy to understand why crime keeps spirally in UP at a prolific rate without any cessation.
If at all any progress can be made in creating a mechanism to effectively detect and prevent crime, the police to population ratio should be increased to 222 in all parts of India, and more in places where there is perceived threats to security.
Otherwise all these crimes will keep on happening without any end at sight.
Just like the caste systems Indian society is highly rotten with complete biase on the women. Protests such as these across India may not be able to drive change in the societal mindsets against women. Govt coming up with stringent laws against rape will not bear any results unless both the existing traditional culture mindset and new laws receiprocate each other: 1. The very source of inspiration and absolute fun for raping or molesting woman in India is drawn from Mahabharata where DRAUPADI’s clothe is stripped in public for group rape and fun. 2. The same inspiration years after years carried out by often many devoute Indians wherein every 40 minutes there are instances of rapes across India. 3. Regular rape incidences are so common and acceptable practice that the rape victims never dare to report to the police all because of the societal stigma attached to the VICTIM. 4. Indian culture is well manifested by those 50 odd bystanders from whom not a single person had the decency or humanism to even cover the bodies of the hapless disrobed victims when they were thrown out of the bus. Instead of doing something immediately kept watch both victims for one hour until police arrived to take charge of the situation.
India will change to make society a safer place, only when such inspirational mindset and rot culture is changed!!!
Rape victims must be punished with public apathy , this much Govt. must ensure in a given time frame , law must be amended to implement the time frame to punish the Criminal. Whether they are Dalit or non Dalit victims, they suffer the same agony and insult. Value based primary education must be implemented to incorporate sensitivites towards others. Leaders must also change with time to look into the grivences of Public, otherwise , one day they will repent for their insenstivity when public outburst will take place. Public includes their security guards as well .
