The lifestyle in plush Norwegian jails is better than what most people elsewhere in the world lead. In Norway, jail inmates are treated like honourable state guests. This jail term certainly can't act as a deterrent although the idea may be to educate the convicts.

They do that in the US you know. Their Goa is a place called Cuba & beach house is called Gitmo. Its hospitality is world famous, especially in some specific areas of the world.

Slums in India? Maybe you have never seen a decent apartment, so you think they are like palaces, but let me assure you, even the average housing colony type of 1 BHK / 2 BHK apartment in India is unlikely to have the sanitation & cleanliness this insect will enjoy in a European jail.

Surely he doesn't need the 'k' part of the BHK...... you get cooked meals everyday choose items from menu
Its not just 21 years. In Norway, one can be sentenced to a maximum of 21 years but after that sentence, he will be tried again and will get another 21 years in jail. In short, he will spend the rest of his life in jail.
