Re: better to develop with delay than purchase

The slow pace of our DRDO would render their developed system obsolete by the they are inducted
Why not scrap project 15/A which was to deliver in 2014 and 2015 and go for Project 15/B once for all. the very fact Navy did not cry hoarse says that it is not actually required. What is required is the fast attack craft which can deter Sri Lankan Navy which routinely kill our fishermen.

A lot of what is wrong with our defence forces is not known to the public.Saint Anthony as our Defence Minister does not know much about Defence and MMS as usual will say " I do not know anything".
CAG reports have become instruments of sensationalizing news and targeting governments. Selective extracts from reports are presented which often undermine the intent of audit itself.
Audit is done with two major purpose. First act as a check on deviation from set procedures, specially the ones which are criminal or lead to losses. These have become subject of sensationalization in many cases. It makes sense to compute recoverable losses, but those also got to be done with due consideration to complexity, such that just and binding recovery gets made. For notional losses, which lead to no actionable measures, the wisdom of projecting numbers is worth re-examining.
The second requirement is of audit is improving systems and processes. This is one area where CAG can never have requisite competency to make specific recomendation. Focus on highlighting lacuna and identifying domains needing improvement, and in few cases recommending a mechanism or pointing to institutions which could do further study shall produce tangible outcomes.
Auditors have as much stake in and are as much accountable for improvement, as the organization being audited.
At the same time, auditing is a quasi-judicial process, and great care must be taken in criticizing the auditors. The loose talk from other sections of government and even senior members of press is indeed shocking;it undermines Constitutional processes.
Deep think on audit purposes and responses is critical for cleaner India.

Swarup.
Thanks for your feedback. CAG is even more important tool than Lokpal to provide cleaner governance. CAG can also be a crucial enabler tool for reforms and improving efficiency.
Our founder beloved Bapuji, father of present day India will be rolling in his grave. He could defeat the might of English colonial powers who had warships and planes and armoured tanks with the simple charkha and the ideology of non-violence. We're the proud inheritors of his legacy.
Instead of the warships what is to be done is to make charkhas. All our defence forces should be taught to use this wonderful instrument. They can spin yarns and sing Ishwar Allah tera naam. By this novel approach, they can defeat any mighty foe.

6500 tons INS DELHI is simply best i sailed 2 days with my friend arun kadam for helicopter starting trials 24-6-1998 and 25-6-1998 best ship i ever seen indian MDL, GSL, HSL, GRSEL, CSL, BSL must save foreign currency like NPCIL to save indian economy and swiss bank account thefts
The delay in delivery of warships due to numerous changes in specs is a problem not only in the Indian Navy but all Navies worldwide as admirals want the latest kit fitted onboard. It is normal for cut-off dates to be exceeded and specifications continue to be changed. Bureaucrats know little about the trade off between improved weapon & sensor fits as opposed to meeting delivery schedules. The DRDO is only too happy to go along as they are forever chasing the proverbial tail trying to meet the requirements. Foreign suppliers also promise the moon only to come up with excuses for late deliverieries and price overruns. This same scenario has delayed the delivery of the Russian aircraft carrier Gorshkov (INS Vikramaditya) by over 3 years and the cost increses as reported, from US 800 million to US 2200 million!

I object the title , the words like 'dangerous consequences' should be avoided and replaced with some positive encouraging words. At least we are gradually coming up and how long we depend upon importing such things , we are already short of foreign currency. The pace is slow but can be met out if we improve our efficiency and take help of some indian companies for making small parts used for it to speed up the work.
