Blaming Pak and providing dossiers is useless. First thing that governement has to clarify whether the SMS/MMS were generated from Pak. If not then Pak is not responsible. If they were genereted from Pak, how did they get the access to select few phone numbers? And second most important question is, if Pakistan is finding more and more and newer ways of troubleing India, what is government plan. Till the government can clarify this, saying it is a Pak conspiracy is a hog wash to deflect the real situation and need to investigate the matter seriously.
Pak is our enemy no. 1, and we can not expect that it will not exploit our weaknesses , so obviouly it indicates our unpreparedness for any eventuallity in our country. Please avoid abusing Pak. for your mismanagement and laziness. Be prepared for offence is the best defence. after fire , we think of buying bucket and water . what is lacking in our system is alertness and strictness to implement the rules.

The C government is trying to protect the M community in India, by shifting the blame on Pak. All this is building up the frustration of the H community and someday in future it might burst into a Gujarat incident.
