One wonders what purpose gets served by such virtual "Tu..Tu...main..main.." between the states and the centre.Do the people get any professional insight or approach to the entire centre-state internal security arrangements ?The whole approach of states appear to be that of one up-manship over centre even if it is accepted that Centre has erred on consultations on NCTC etc.The generality of contents with total absense of any structured presentations by state CMs in respect of status of modernisation of police,action initiated by state administration to depoliticize police force political control,qualitative picture of Pak bordering states and NE states in respect of Jihadi terror &insurgency, general law 7order conditions ...etc should have beeen projected for the benefit of people.It is not clear if centre had sent any item-wise structured agenda for the states to follow because w/o that it is just 'eating & meeting' with little output.Have the states been able to satisfy the centre or the people that they are running a professional police force ?

And take the major portion of the expenditure to her personal accounts through traitors who will also get a cut. And more importantly disintegrate the country and sell parts of the territory for personal gains of the conparty traitors.

well said! this is congress plan, now i only think, what will happen to us or to this country! congress is overturning the rule of nature or rule of darwin, which tells,only competant will exist! o.k., change the rule but at whose cost? its only at bread earner cost i.e. only 30%(as per data, bpl is 70%, not 60% even), but irony is that we cant do anything, we r actuallyCow, feeding milk and when needed we r butchered as in democracy, only votes counts, my vote and a illiterate beggars votes counts same i.e 1 no. rather finding development and job oppurtunity, upliftmnt, govt took up the easiliest way to feed them at our money! may be only alternative is ARMY!
It is interesting to hear that a CM talks about Internal security and army at the same breadth. Even in border states like Assma, J&K, and Manipur which combats terrorism is not deploying army to fight the insurgency. In these states the action is carried out by SSB, Police, BSF, CRPF, Assam Rifles and Rashtriya Rifles. These are paramilitary forces under the home ministry.
The other internal security threats like Naxalim and religious extremism are being fought by state police and paramilitary forces.
So, I am pondering whether the CM has anything relevant to talk here or just making a point out of his ignorance or politicizing the important battle against internal security threats?
Making a point though..without any thought behind it.

I dont folow if you have followed the grave point lying within! How to explain to you when you pose to be learned without having basics clear! On the plea of an imaginary drawn line of separation between state and centre is it irrelevant to raise the point !If so PM will reply in his turn and that will go into records !Your objection willnot! when countrys external is disturbed, internal threats raised more as those internal threats r no more internal threat, they r tied up with external threat and so, if our border security forces r disturbed and their integrity is being under question, it harms our armys morality and in turn weaken our external protection, so external; threats will be more powerful which will supply more fuel to internal threats as those r tied up now! to balance both threat, our armys morality shud be strong and not infighting with govt(what anti-people govt r intentionally doing), which will make external threats weak and subsequently liquidate & balance internal threat so that internal security forces can only concentrate their job, by cutting their enemys external link!
thus, at the present scenario, modi like nationalist CMs r worried!
