the movement was collective one & he cant talk to any govt minister or representative alone all should talk togather he always forced to accept decision of govt. dalits were not in favor because they have habbit to get everyting free of charge in reserved quota they had fear that they want have HARAM ki kamai if hazare's verson accepted & minority had order from bhkhari that this movement is by hindus only & they may lose benefits offered by manmohan if they support
