2. Engineers are to go by Rules Curve strictly. They can not act on highly unreliable IMD Predictions for running the dam.The situation can improve only if, better co-ordination with Chhatisgarh is acheived. This is a policy decision and the Engineers have hardly any say on this.So blaming teh Engineers of the state for the flood is baseless.
If Congress were in rule, they will beg money from all other states (including Tamilnadu where they got just 1% of assembly seats this election) for Hurricane in Andra,Bihar,Orissa. They will take all the money donated, share within their party, they will ensure to waste all the grains in govt. food repositories, make people eat mango nuts, rotten potatoes etc and manually, politically create draught in Orissa and beg again to all other states.
When congress was in power in all the states(except TN where they do not exist), the Indian News Review program will show 6 months of Drought and six months of Flood in both Orissa and Bihar. The (un)intelligent folks could not come up with any solution for fifty long years. Now the same congis ahve turned out to be brilliant water management engineering brains and have the courage to come out and talk in public?

Bengali's are snakes. They drink our Odisha milk and bite Odhisha after drinking. Bengalis and Bangladesh should be united to avoid Bengali's falling on our Odhisha state.
The whole problem in teh country is due to ineffeciency of the congress. Dr. KLrao submiited his report in river integration to Nehru. That fellow wanted a test scheme to be implemented by KLRAO. Rao took that as a challenge and implemented teh famous Paramikulam Aliyar scheme knwon as PAP scheme. water is diverted from parambikulam river is kerala and used in Tamil nadu and send back to kerala for irrigation. But Nehru who inagurated teh schem did not mention anything good about that. If teh schem of Dr. KL Rao was implemented then the flooding in Godvari, Mhanadhi etc would have been a history. But the Chamcha fellow never bothered. Now same congress say that flood is man made. actually it is congress made.
The main culprit behind any problem IS ONLY CONGRESS & CONGRESS ONLY. If only Congress had handled India properly (unlimited corruption & dirty politics, just to retain power, Congress has ruined India completely) Successive Congress Govts in Centre & States have never bothered to monitor the Progress in projects sanctioned & were happy that the Centre was getting their share of the loot. And having lost power in many States, Congress wants to blame Non Congress ruled States. After 2014 Elections, Congress will have to blame all the States in India because they all will be ruled by Non Congress & Congress will be History not too long from now. And when that happens, there will be real development & progress in India. If India is not progressing with such a huge intelligent & educated pool of manpower, it is mainly because of Congress. If India develops, Congress will not be able to get their share of the loot from the States. This the main problem in India not seen in its naked form by most of the Indians.
