Whoever is responsible or for whatever reason the terrorists taking India by surprise is indeed hard to digest. The political leaders and military leaders (Navy, Army, Airforce) are boasting of our preparedness every time but the Mumbai attacked exposed the reality.

Seems thangarajan victor got the spelling wrong.If you read Mullah language(right to left) it is WAR.
A low key,but nonetheless it is a WAR on India by Paki Military-Isi-Mullah combine.

a senior officer in the rank of a secratary in the ministry should apply his knowledge, with around 30 years of experience and understanding, should scrutinise logically without passion or fervour and exercise his decision to initiate/support/oppose/be nuetral of an action and record it. his superior, the minister has the right to override him and record it and the officer has to definitely comply with it. the kudos or the brickbat go to the minier and the officer has done his duty. if the minister had approved the officer's decision, and if it is damaging the nation, society or the organisation and is wrong, necessary adminstrative action should be initiated for the reason for the wrong decision. if it were normal professional one, it should be ignored. there or occassions when a toss decides the issue. but it should be recorded. neither credit nor blame. otherwise, he should be reprimanded and taken to task.

India as a whole nation is butchered by politicians, bureaucrats and all kind of govt agencies and then indian businessmen use these corrupt govt agencies to fulfill their own cofferes. There is no way it will go untill some body like hitler leads us. Only way is if we are ruled by an iron hand which is china. We cannot unite and fight a price rise where we will unite to fight anything in life so it is better we ruled by someother country
