1. They do not allow anyone to work on development projects. 2. They also not allow government teachers to spread education. 3. Same Problem. 4. Same Problem.
They are clones of these mc politians as you said. They know very well if everyone is educated and all the facilities would reach them, no one would support them and they will vanish.
See all the developed state areas, these naxals do not sustain there,, so the answer is eliminate naxals first, then let the governance established and do the above 4 points suggested by you.

by your logic- germans, french, chineses, japanese, italians, spanish, brazilians, russians are mostly under developed- because hardly any from these countries speak the imperial language called english??? as for the missionaries- they are no better than the jihadis- both say that their religion ALONE IS TRUE!!!
Malitary and gun cant help naxal. only thing will help is educated people like us should go to village and talk to villagers. explain them. the reality of world. its era of privatisation. every body has to learn job skills sell it in market, serve people's need and get paid. how is govt gonna creat jobs. thats stupid thinking. so many jobs are in mumbai, its not created by govt. Naxals are fighting with govt for what ? As more villagers understand this. they wont support some misguided villagers. then things will change from inside. From outside you can send whole army. cant do anything. since its basically a social problem. naxals are always hiding among villagers.
Human beings are living dog's life,we have to improve their lives,our state governments and chief ministers need to like a professional company under an able CEO..
No meaning using dogs to hunt our own people,instead energy should be utilized in the development of the country..
When every one has enough money and food,all will foget about Naxalism of revolution..so,need of the hour is roti,kapda,rozgar and makan...

Shall we laugh at your joke?
Naxals existed from days when there was no BJP, but it was Jansangh, without any notable existence. Naxals were created by years of neglect of small farmers, farm workers & Tribals by the ruling parties in those areas.
Now please go to those periods & find out who ruled those states during those times. Nobody requires to guess because there is only one party, which has ruled India for almost 90% of the Independance era.

and this was mainly due negligence by state and central machinery (mainly Dongress)
