Atleast its better to deal with a disciplined unit who atleast have a better action then the spineless politicians

That is because governance in Pak is not maturing. Every institution is a state in itself. You should be feel sorry that Pak army is not answerable to the people elected by Pak citizens, as is the case with rest of the world. Just double check whether Pak army is respected...

Even if u engage publicly, they will say Indians are adamant and are not responding.

You cannot talk & hope for a settlement with someone who does not want to settle.

They need a villian on whom to blame all their ills on. Period.
The day their villian ceases to exist, the relevance and extravagance of their army is over.

Since neither any political party nor any political leaders in Pak are competent and do not enjoy mass support it is usless to talk to them. Instead, as suggested by the author, the military should be engaged in dialogue and it is military personnel in Pak who call shots not the so called ministers who are at the mercy of military. Successive military leaders have taken over and ruled for decades and made the Pak's situation worst and the result is that civilians become victim of this system.

The problem is that what one military general (dictator) agrees subsequent one rubbishes it. Pak army has vested interest in keeping pot boiling, as it is a huge money game for them

How many times, how long? Whenever peace talks happens, there follows a terrorist activities from pakistan. Then blaming each other, debate will go on, and finally pakistan will conclude this is happening only because of Kashmir. Indians have enough of this.
The final peace talk should be like this. Ask pakistan, what do you want? No kashmir, kashmir problem is of Indias, and India will solve it. Kashmiris dont want you to interfere? Next? Pakis dont have anything to tell. If this is not enough for pakis, then let India declare that pakistan is the enemy country. Let India withdraw all its diplomats from pakistan. No train, no trading, nothing. No sharing of water, nothing. Make pakistan to bend. Will this corrupt govt have guts to do that?
