What do you mean they don't have a plan? They do indeed. They have increased security for Ms Sonia Gandhi, Raul Gandhi, Manmohan Singh, even the dog Digvijay singh!! There you go! I betcha they will start blaming the 'Saffron terrorism' for all this.

He is TANKHAIYAA ( One who takes salary for his work ) and does not serve socity or community at large.
