Noel Parmar seems to be a converted christian and hence secular bogey can not blame him of RSS links or anything. His investigation seems very systematic which led to conviction. His findings single handedly nullified Lalu' report of Banejee committee, courts did not even look at that report. He could manage to get lot of evidences about gathering of petrol from a local petrol pump, transporting of petrol to the station etc.
