Rulers of all the Gulf countries are puppets installed and nurtured by the West, especially America. They come with a shelf life and discarded before or on reaching their expiry dates and another new puppet is installed.
Even Pakistan has lot of Pro-America puppets, like Benazir, Nawaz Shariff, Musharraf and now Mr. 10% Zardari.
Citizens in those countries hardly have any say in the country's rule or administration. Even public rallies or protests are banned.
American/Western interests prefer tyrants in these countries to advance their cause. All talks about democracy are shams.

Isn't it an irony that America supplies military F-16s to both India and Pakistan, knowing well that these two countries have troubles relations and wars have been fought in the past!
Who benefits from the wars and troubled relations between India and Pakistan? Not India, Not Pakistan, but surely America and its western bedmates.
When will the Indian and Pakistani politicians aka unfit 'leaders' learn their lessons, shun violence, cut down on military expenditure, develop trust and good relations, bury the past and work trough a mutually beneficial existence? Not in our lifetimes probably! The suckers would never let that happen, peaceful co-existence is something the world doesn't want from India and Pakistan.
(Twist - not directly because of low salary but side effect of it => that is honest people depend only on low salary and become extinct over the time and slowly but surely thing goes into corrupt (powerful) people hands.
Like it or not but in developed countries politician take huge salaries an deliver accordingly in poor and developing country they take low salary but take 50% of GDP to their pocket also ;)

While increasing salary is no guaranty that corrupt will become honest BUT increased salary allow honest people to survive and get rid of corrupt people in long run.
