PVNR realised that not even the PM can keep any secret because the spies (for US and ISI) in the Party were so powerful that nothing could be kept in secret. (The fact that the Party never bothered about who was the man who at the last moment changed the roster for the commandos for Indira Gandhi on the fateful day she died proves this). Hence his request to ABV to carry out the test.

Just by coming to power on the power of money and free alcohol across slums in our sham democracy does not indicate virtue

This is no China to be paid to say something. This country has given you the right to speak what you feel like.
Please refrain from making statements which derides your our country.
We should think about present, past decisions were on the basis of past environment. If one has N power, he reduces his expenditure on army etc.,drastically. The fear itself of having N power is enough on enemy to make any hostile beyond repair.
Congress always pose the past nehru gandhis as referance of progress and what they have done to India so as to hide behind that for all wrong doings/corruption looting and non governnance of PRESENT DAYS.
Congress being old lady knows how to "buy" media roudies and spread misinformations.

Dude... Vapayee's name is mentioned here because it is under him that India went for full fledged nuclear tests and not under Rajiv. The heading shows the contrast between Vajpayee's stance earlier and later. What sense would it make to say..."When Rajiv refused to go nuclear"? use your sense... sometimes at least.
