why we have a budget at all?

All increses are made in between and why we have this religious budget session. They will not show any increse in duty and taxes in bill and subsequently all increase will be made. I think at least they can save the money of pinting such volumnous books and distributing to MPs half of them do not understand what is printed inside.

I fully endorse Mr. Neelakantan's view. Taxes and duties on most of the commodities including Railway travel or freight rates are always increased by administrative fiat and never broughtup during budget session. Railways are notorious to collect extra fare during the travel and do not even give a receipt for it. I was the lone passenger demanding the receipt in the Dehradun to Delhi journey in I AC Chair car(during Lalu's time) when 60 other passengers were just forking it without demanding it. As we do not fight for our rights the Govt. has no respect for us and does whatever comes to its mind with impunity. So the budget is only a farce to play to the galleries for vote gathering purpose.
