Like Kashmir, majority thinks they are different to rest of the country, except their own, other Indians are not safe there. Development/progress always take place when outsiders who are smarter/moneyed as well as intelligent to local folk settle there and contribute to their growth-of course they come to earn money viz. why Mumbai and Delhi properties are sky high-due to more and more people are coming for development and growth which provides employment and other opportunities. Somehow this attitude is missing in NE. Our politicians as well as govt. may be responsible.

OPPORTUNITES OF INDUSTRIALISATION /JOB CREATION ARE LIMITED DUE TO POOR SOIL, COMMUNICATION PROBLEM, . WHEN EMPLOYMENT OPPORTUNITIES WILL INCREASE, SAY THROUGH NAREGA OR OTHER DEVELOPMENTAL SCHEME, IT WILL AUTOMATICALLY COME DOWN, AS IT IS HAPPENING IN CENTRAL BIHAR OR PARTS OF JHARKHAND. ANOTHER ISSUE IS CORRUPTION AT GOVT OFFICES CREATING LEAKAGES IN PLAN FUNDS, THIS BRINGS IN OTHER PLUNDERES LIKE MILITANTS, IF IT COMES DOWN YOU WILL SEE WONDERS.
Not only Manipur.. The entire NE has been the victim of negligence since India's independence..However India gets most of it's natural resources from NE..Mere visiting a state by PM will not make any difference...Entire NE sends only 25 MPs to India's Parliament..Most of these MPs lost in Hindi speaking dominated parliament..We the people living in other parts of India not even considers NE as part of India..some idiots often make the people from NE embarrassed by making racial comments against them..

THIS IS VERY SIMPLISTIC ANALYSIS. WHOLE INDIA IS ONE, SOME PLACES OPPORTUNITIES GIVEN BY NATURE LIKE MINES, BEAUTIFUL LANDSCAPE, GOOD ALLUVIUM SOIL, GOOD HARBOUR ETC, WHICH AUTOMATICALLY BRINGS IN ENTREPRENEURS CREATING DEVELOPMENT. NE HAS THIS DISADVANTAGE, BUT COTTAGE INDUSTRIES, LIGHT ENGINEERING, PAPER ETC COULD BE THERE, POOR COMMUNICATION ABSENCE OF GOOD TECHNICAL MANPOWER ARE OTHER DISADVANTAGES. WITH OPENING OF IIT, IIM AT GAUHATI THINGS ARE BOUND TO IMPROVE. LOCAL GOVT MUST STOP PLAN FUNDS PILFERAGE AND MUST COME HEAVILY ON MILITANTS

I agree with u friend,we in north east are the victims of negligence since the independence,development along the national highways in manipur is still pending and railway in 2016 is distant one ,i suppose it wont be completed till 2050...see how the chinese have build the railways to tibet in difficult plateau in record timming.the parliament should seriously consider the growing negligence of the northeast especially Manipur and due to the influx of various Community along the border,the true identity of the manipuri people in danger as said in the census report recently that number of manipuri people living in manipur is 6.5 approx. and number of non-manipuri living in manipur is 7.5 approx.
All the people mentality from these states should be changed... Counselling is important in addition to the subsidies given to them... It is very tough for a corrupted UPA Govt to wipe out corruption in these Eastern states. East Indians always feels that they are the 3rd class Indian citizens... This infereror complex should go

Each and every group (ethnic) in th North East think other is aggressor and all have common enemy India. As long as this type of mentality remain it will be very difficult to find peace. Govt of India think pouring money the political leadership and Administration become endemically corrupt. How to break the jinx lies in People of the region and the active Civil Society. If India has to find benefit out of look East Policy then it is Manipuris will be benefited a lot.
